The first recorded history of the O.E.C. was
aboard the Imperial Navy Aeon class Mothership “Octavian” in year
23338 AD. One of the fighter squadrons there, the 32nd Interceptors,
was known as the “Octavian Escort Command” or “O.E.C.” for short,
led by the enigmatic Karash Amerius. During the O.E.C.’s four year
duty, it saw many boarder wars with the Minmatar Republic and
various Pirate factions while operating at the edges of the Amarr
Empire. They participated in various campaigns and played an
instrumental role in the destruction of the rouge Minmatar
factionalist unit known as the “Quantar”. With much fanfare, the
O.E.C. finished its duty requirement in 23342 AD and released most
of its pilots with full captain commissions.
Karash Amerius quickly petitioned the
Imperial Amarr Registry and was granted a SubClass C3 corporation
title for “Mercenary and Military Ventures”. The O.E.C. was reborn
again, this time with grander schemes and goals. Although no
one was sure what the acronym O.E.C. stood for…official documents
indicate “Outland Emperius Command” was the working name. With old
veterans and new recruits, they quickly left Amarr space and settled
in the Fountain Region in what appeared to be a lengthy contract.
With support from local corporations and money from big industrial
empire corporations, the O.E.C. launched an attack on the Fountain
Region to gain control of it. While some disagree with the results,
an alliance was formed with all warring participants. With Fountain
secure both militarily and politically for their employer, the
contract was completed. During much of the 23342 year, they
remained in the region and reaped the spoils of victory.
At
the end of the year, the O.E.C. suddenly left Fountain and
disappeared entirely from the Eve Universe. While it is unclear what
motivated this course of action. Some speculate it was internal
disagreements and in-fighting that had finally beset the command
officers. Others point to mass defections to all stripes of
corporations in Eve as intelligence gathering operations. But other
still claim that they grew “Fat and Happy”…and decided to retire
into the shadows.
Over
the next few years, only whispers of the original O.E.C. could be
found in the Eve Universe. Some members joined or formed respected
military corporations, and still reside there today. Others simply
disappeared without a trace...hardly leaving a legacy to call their
own. While veteran pod pilots of the south knew of the
O.E.C...not many knew the origins, history or accomplishments they
earned.
Historians
do note that a holding corporation formed about the same time O.E.C.
was disbanded received a majority of O.E.C. assets. This
corporation name was Apexi...a generally small time player in the
ammunition and weapons trade in Aridia. At the end of year 23343,
many former O.E.C. members seem to come out of the shadows to join
Apexi and contribute to its growth, and switched focus from arms
running to mercenary operations. Quickly they engaged in various
skirmishes and battles in the Aridia system while under contract
again from an undisclosed employer. Most analysts believe this was
mainly a “warm up” in getting ready to reform the O.E.C., which they
did in Jan 23344.
Now
poised to go back to their mercenary ways, the O.E.C. sports a new
slogan in the ancient tongue: “Obduro, Exsequor, Conscendo”.
While acknowledging their detachment from the world of Eve, their
track record of determination and accomplishment speak volumes about
their future.



The
Goals and Directives of the O.E.C. are maintained by Sigma Command.
Such directives are to lay the foundation of what the corporation
intends to accomplish for the glory of our membership. Some
directives and goals will not be published and will remain
classified. However, we will attempt to clarify any position by
inquiry.

Mercenary Services:
The O.E.C. plans to become a leader
in security and combat services for all manner of duties,
factions, and ships. Our terms and contracts are negotiable.
Although we do limited contracts such as escort, our main focus
is “conflict management” services. We will enter into any major
conflict if the terms are acceptable.

Corporation Asset
Policies: Corporation
assets will be on a ‘fair use’ policy. Membership tariffs are
required by all members including the highest command
personnel. A spirit of sharing, collaboration, and teamwork
will be the focus on all O.E.C. endeavors…including the economic
wealth of the corporation. All critical assets will be secured
into Sigma Command private hangers and containers.
All other goals and
directives are not for public consumption or knowledge. They will
remain classified to O.E.C. personnel until otherwise deemed
necessary.

The O.E.C. is based on teamwork,
and sacrifice for your fellow wingmen. At no time will the
corporation have a
policy to better its statistics (kill boards) either by squad or
members. We are a corporation that is goal driven. At any time you
could be ordered to hold a system or gate to delay our
enemies...these requests are suicide missions but be assured you
will be taken care of after the mission is over. An attitude of
'your assets are the corps's assets' should be maintained - for the
simple fact that YOU the pilot are the main asset to the O.E.C.

O.E.C. members are expected to
carry themselves with honor when dealing with other factions and
other O.E.C. members. This does not mean that you have to be a
'nice guy'. This simply means that you are respectful, fair, and
forthright in your day-to-day operations. O.E.C. members should
have a certain level of maturity, but we do not have an age
requirement. Any member that displays childish or excessive
immature behavior will be released from O.E.C. duty.

The O.E.C. has always been guided
by the principles of teamwork, flexibility and organizational
efficiency. Rank and Organizational structure are there to have
fun with, but all members are expected to work as a team first
to accomplish O.E.C. objectives. We do not plan on taking out
the 'fun' for any member, so remember to work together as a team
at ALL times.

The O.E.C. has a long lineage of
Role-playing. It is generally known that when dealing with other
factions or players, O.E.C. members are 'In Character" (IC)
mode. Typically members will put (OOC) if something is "Out of
Character". This provides the game world with something more
than just a bunch of people talking about the last Lakers game.
When talking with other O.E.C. members it is *not* expected to
be IC, but it is not frowned upon either. O.E.C. pilots have
always seemed to joke about in an "RP" manner.

The O.E.C. requires a high level of
active playing from its members. However, we realize that 'RL'
concerns do come up from time to time. If taking an extended
leave, please notify the command staff on your situation and
when you will be coming back. Excessive absences will result in
demotions of command-ranked members...but generally the second
in command of that O.E.C. element will be able to handle the
duties until the player returns.

O.E.C. Members are expected to
read the squad Forum and various other communication channels on a
daily basis, and especially before logging into Eve Fleet
computers. It is absolutely essential that all members keep up
with current events concerning the squad, and actively
participate in any discussion that is the topic of the day. The
O.E.C. only gets stronger if the opinions of its membership are
known and acted upon (or at least clarified).

The O.E.C. does not tolerate
cheating or exploiting in the game period. All bugs and exploits
will be reported as they are found, and O.E.C. members are
expected not to use them until they are fixed. All members are
expected to follow any patch notes, or developer warnings with
exploits are found and not use them. Any failure to do so will
result in the termination of membership from the O.E.C.
